Greenburgh’s Town Board voted unanimously on April 8, 2026 to adopt a law that will conditionally allow the development of accessory dwelling units (ADUs) in some residential districts. The adoption follows more than two years of discussion by the Board, as well as significant input from the public.
ADUs can be garage conversions, backyard cottages, converted attic or basement apartments or other spaces on an existing lot that can be repurposed into a fully separate living space.
The Board specified that the law creates a pilot program in the Town, which is limited to the first 15 applicants who wish to create an ADU.
According to the new law, “This provision will allow for the more efficient use of the Town’s existing stock of dwellings and accessory buildings, create diversity in the housing stock with minimal increase in building density, provide additional housing opportunities, provide support to existing residents, and better facilitate aging in place.”
The ADU law will sunset in one year, pending a Board extension.
