Westchester County Executive Ken Jenkins signed legislation for the redevelopment project

(October 14, 2025) Following a unanimous vote by the Westchester County Board of Legislators, County Executive Ken Jenkins signed legislation for the construction of 160 affordable rental units in Yonkers on October 9.
The development of 632-636 South Broadway in Yonkers, currently the site of a defunct car dealership, will also include 146 parking spaces and new ramps, signage, landscaping, waterproofing, draining, electrical and fire suppression systems and other infrastructure improvements. Joseph Apicella, executive vice president of Macquesten Development, LLC, said the affordable homes will be indistinguishable from similar luxury buildings.
Westchester County Legislator José Alvarado noted the development is in a well-traveled gateway: “This is a corridor – the way you enter from New York City to Yonkers. I have true belief in the potential of this area.”
The 16-story development will include seven studios, 60 one-bedroom, 64 two-bedroom and 20 three-bedroom units for households earning at or below 50-80% of the Westchester County Area Median Income (AMI).
Yonkers Deputy Mayor Susan Gerry stated: “We’re not only building homes, we are building opportunities, accessibility and stronger communities for all of our residents.”
Westchester County is contributing $9.9 million toward the project, with additional funding coming from both New York State and the City of Yonkers.
County Legislator Shanae Williams, who serves as chair of the County’s Housing & Planning Committee, said, “We know that the number one most important issue that our residents are facing today is housing. What better way to show them that we are doing our jobs than to invest in good quality affordable housing for them. I am so proud of that.”
County Legislator James Nolan noted that there was true bi-partisan support for the development: “This is a tremendous project. It’s not just development; we’re creating homes.”
In his remarks, Jenkins stated: “Our commitment remains strong to identify opportunities, secure funding and partner with those municipalities that have the forward-thinking leadership to work with developers to create real, lasting solutions. This legislation is filling a critical need, and when we allocate significant funding for these kinds of projects, we are helping to improve the quality of life for our residents and families.”
