At the end of 2025, Welcome Home Westchester was proud to present Taking Stock of the Pro-Housing Policies We Need: A Municipal Housing Policy Scorecard.”

This report is a transparent measure of each Westchester municipality’s progress on pro-housing policy reforms, as detailed in WHW’s Five in 2025 Policy Agenda.

Our partners and Policy Advisory Committee members were joined by local, county and state officials to announce the report. As our campaign has always recognized, collaboration at all levels of government, and with our diverse group of stakeholders and local advocates, is key to addressing our region’s urgent housing shortage.

Campaign Highlights

  • WHW hosted our annual Local Legislature Training, a program designed to provide crucial background, data and best practices on the housing shortage to newly-elected officials
  • The WHW campaign and Open New York hosted a Faith Walk alongside local advocates and faith leaders, along with municipal and county officials in support of the New York State Faith-Based Affordable Housing Act
  • We hosted a webinar discussing data from the “Building Growth” report and co-hosted a virtual information session with Habitat for Humanity New York City & Westchester County on New York State’s Plus One ADU Program
  • WHW highlighted the economic impact of not addressing Westchester’s housing shortage in a new video
  • Campaign representatives met with community groups and spoke about the housing shortage in Croton-on-Hudson, Greenburgh, Yonkers and more

What’s Next for Welcome Home Westchester?

Building on the findings of the WHW Municipal Housing Policy Scorecard, as well as other important reports – such as “Building Growth: The Economic Impact of Addressing Westchester’s Housing Crisis,” from Regional Plan Association and the Westchester County Association; Westchester County’s Hispanic Community Needs Assessment, United Way Westchester and Putnam State of ALICE and the Pattern for Progress “Out of Reach 2025” regional analysis – the Welcome Home Westchester campaign endeavors to continue tracking policy and homebuilding progress throughout the county in 2026.

We will also be engaging more closely with individual communities that are considering housing policy reforms and updating comprehensive and housing action plans.
